Note
When
conv_params->weight_formatis set toARM_NN_WEIGHT_FORMAT_NT_N_PACKED,filter_datais interpreted as an already prepackedNTxNRHS buffer instead of the standard public filter layout. Every output position, including the no-pad middle region that OHWI filters feed to the strided direct kernel, is then packed into scratch and multiplied by the format-aware matmul, so a packed 1xN layer with little or no padding runs slower than its OHWI equivalent.
